23 ოქტომბერს ილიას სახელმწიფო უნივერსიტეტში გაიმართა აკადემიური პერსონალის საერთო კრება, რომელმაც განიხილა განათლების სისტემის რეფორმის ჯგუფის მიერ მომზადებული კონცეფცია.
შეხვედრაზე იმსჯელეს კონცეფციის გეგმის განხორციელების შემთხვევაში მოსალოდნელი საფრთხეებისა და საგანგაშო შედეგების შესახებ. აკადემიურ პერსონალთან შეთანხმებით, ილიას სახელმწიფო უნივერსიტეტმა შეიმუშავა საჯარო მიმართვის ტექსტი:
“ჩვენ, საუნივერსიტეტო საზოგადოების წარმომადგენლები, პროფესორ-მასწავლებლები, მკვლევრები, სტუდენტები, კურსდამთავრებულები, საგანმანათლებლო სფეროს გულშემატკივრები, არ ვეთანხმებით უმაღლესი განათლების რეფორმის შემოთავაზებულ კონცეფციას, ვინაიდან:
ა) იგი არ შემუშავებულა და არ განხილულა საუნივერსიტეტო საზოგადოებასთან, საგანმანათლებლო სფეროს წარმომადგენლებთან;
ბ) შემოთავაზებული გეგმა ანტიკონსტიტუციურია, ეწინააღმდეგება საქართველოს კონსტიტუციით გარანტირებული აკადემიური თავისუფლებისა და ინსტიტუციური ავტონომიის პრინციპებს;
გ) გეგმის განხორციელება უმაღლესი განათლების სფეროში გამოიწვევს კატასტროფულ შედეგებს, მათ შორის მკვეთრად გააუარესებს სწავლებისა და კვლევის ხარისხს, დრამატულად შეამცირებს უმაღლესი განათლების ადგილს და როლს საზოგადოებრივ ქსოვილში, გამოიწვევს საქართველოს იზოლირებას საერთაშორისო საგანმანათლებლო სივრციდან, საფრთხეს შეუქმნის არა მხოლოდ ახალგაზრდა თაობის, არამედ მთელი ქვეყნის მომავალს. სწორედ განათლების სფეროს „კარგად წარმართვაზეა დამოკიდებული არამც თუ სვე-ბედი მარტო მომავლის თაობისა, არამედ სვე-ბედი თვითონ ქვეყნისაც, რადგანაც ქვეყნის მომავალი მომავალის თაობის კუთვნილია და, მაშასადამე, მის ხელთ იქმნება“ (ილია).
დაუშვებელია, განათლების, ამ მართლაც მთავარი ეროვნული ამოცანის, განსაზღვრა ფართო საზოგადოების კონსენსუსის გარეშე. საუნივერსიტეტო საზოგადოება მზადაა, მხარეების ჩართულობით შექმნას პროფესიონალთა ფართო ჯგუფი, რომელიც მოამზადებს და განსახილველად წარმოადგენს მტკიცებულებებზე დაფუძნებული რეფორმის ხედვას.
მოვითხოვთ, შეწყდეს უნივერსიტეტების ავტონომიურობისა და აკადემიური თავისუფლების შეზღუდვის მცდელობა და გაიხსნას განათლების რეფორმის საკითხებზე ინკლუზიური დიალოგის პროცესი, რომელშიც წამყვან როლს აკადემიური საზოგადოების წარმომადგენლები შეასრულებენ!
გვწამს, რომ საერთო ძალისხმევით, აკადემიური სიმტკიცითა და გონიერებით დავიცავთ ჩვენი მთავარი ეროვნული მიზნის ილია ჭავჭავაძისეულ და ივანე ჯავახიშვილისეულ გზას”.

On October 23, a general assembly of the academic staff was held at Ilia State University to discuss the concept paper prepared by the Education System Reform Working Group.
During the meeting, participants addressed the potential risks and alarming consequences that may arise if the proposed concept plan is implemented.
In agreement with the academic staff, Ilia State University has prepared a public statement:

We, the members of the university community – professors, researchers, lecturers, students, alumni, staff, and supporters of education, express our firm disagreement with the proposed concept of higher education reform, because:
a) The imposed plan has neither been developed nor discussed with the university community and representatives of the educational sector;
b) The proposed “reform” plan is unconstitutional, as it contradicts the principles of academic freedom and institutional autonomy guaranteed by the Constitution of Georgia;
c) Implementation of this plan would have catastrophic consequences for higher education, severely undermining the quality of teaching and research, diminishing the place and role of universities within society, and isolating Georgia from the international academic community. Ultimately, it would endanger not only the future of the young generation but that of the entire country. The proper management of the education sector determines not only the fate and well-being of future generations but also that of the nation itself, for, as Ilia Chavchavadze rightly said, “the right management and handling of the education system defines the destiny of the young and the country itself; the country's future solely belongs to the generation of the future, and therefore, it shall be shaped by their hands.”
It is utterly unacceptable to define education that is truly a vital national priority without broad and inclusive dialogue and public consensus. The university community is ready to form, with the participation of all stakeholders, a broad group of professionals who will prepare and present for discussion an evidence-based vision for reform.
We demand an immediate end to all attempts to restrict university autonomy and academic freedom, and call for the initiation of an inclusive, transparent dialogue on education reform: one in which representatives of the academic community play a leading role.
We believe that through our collective effort, academic unity, dignity, and wisdom, we will uphold the path of our foremost national mission – the path envisioned by Ilia Chavchavadze and Ivane Javakhishvili.
